The staff failed to provide adequate supervision, which led to an inappropriate interaction between C1 and C2 in the wooden playhouse during outdoor play. 101223 Personal Rights (a) The licensee shall ensure that each child is accorded the following personal rights: (1) To be accorded dignity in his/her personal relationships with staff and other persons. 1 Between June 3 and June 6, 2024, the center conducted thorough training on children's personal rights for all staff members. The training materials and signed attendance confirmations from the teachers have been submitted to the Licensing office. As a result, the deficiency cited today is cleared. Based on the interview, it was found that the Center did not comply with the section cited above in that staff member used inappropriate language when instructing children to lie down during nap time. This violation poses a potential health and safety risk to the children in care. 8
The Center Director will ensure that all staff receive training within the next two weeks, which will include a thorough review and training session on children's personal rights. All training materials and the teachers' signatures confirming their attendance will then be submitted to the Licensing office no later than June 6, 2024. This requirement was not met, as evidenced by the file reviewed and the interview. Teacher S1 had flicked Child C1's ear, causing Child C1 to react by hitting Teacher S1. This poses a potential health and safety risk to children in care.
