, at 8:15 am, LPA observed in Room 7, S2 and S3 supervised 6 infants. In Room 8, S4 and S5 were supervising 7 toddlers. At 10:15 am, LPA observed, in Room 5, S1, S2 and S13 were supervising 11 infants. In Room 8, S4 and S12 were supervising 11 toddlers. As per LPA’s Record Review at 9:15 am, S2, S3, S4, S5, S12 and S13 were not Infant Care Teachers, as per Section 101416.2(b). As a result, Room 7 was not in ratio of one teacher for every four infants in attendance, at 8:15 am. Room 5 was not in ratio of one teacher for every four infants in attendance, at 10:15 am. Room 8 was not in ratio of six children to each teacher in attendance at the toddler program.
