Through interviews it was revealed that teachers are using cell phones while supervising children, either for work or personal purposes, causing a lack of supervision POC; Facility Representative stated that a staff meeting was conducted and usage of cell phone por personal use was discussed. A new cell phone usage policy was implemented and staff signed the policy. LPA observed the plan signed by staff on today's visit. This poses an immediate health, safety or personal rights risk to children in care.
(b) There shall be a ratio of one teacher for every four infants in attendance. This requirement was not met as evidence by; Upon arrival to the facility LPA observed 4 staff caring for 19 infants. This poses an immediate risk to the health and safety of the children in care. POC; A staff that was on break entered to assist the infant classroom. Facility representative stated that she understand the infant-staff ratio and she will hire more staff and/or decline children if not enough staff is available.
101430 (a) (3) (E) Infant Care Activities (E)If an infant falls asleep before being placed in a crib, staff shall move the infant to a crib as soon as possible. This requirement was not met as evidence by: Upon arrival LPA observed 2 infants sleeping in the mobile area carpet. POC; Staff moved the infants to a crib. Facility representative stated that she will make sure that infants are moved to a crib immediately after falling asleep. This is a violation that poses a health and safety risk to the children in care. 8
