101223(a)(7)- The licensee shall ensure that each child is accorded the following personal rights...Not to be placed in any restraining device. This requirement was not met as evidence by: Director has removed the chair, and Director has agreed to immediately stop any practice that violates the children's rights, including but not limited to the use of restraints. All staff shall be provided with training regarding personal rights, and the use of restraints to ensure the children's rights are not violated. During interviews conducted with Teacher #1 and Assistant Teacher #1, it was revealed child #1 is restrained in a chair with a lap belt for less than 10 minutes during circle time due to child #1 tends to wander off. This poses a potential health and safety risk to child #1. 8 Training will also include best practices for redirecting a child. Director will provide copy of training agenda and sign in sheets indicating attendance by all staff to Palmdale Regional Office no later than 11/28/2024.
