This requirement was not met as evidence by: 1 Created an action plan with steps to follow when a child is missing. I have reviewed with the 2 staff members who have signed the document. Based on records review and interviews conducted. S1-S3 stated that 1 staff memeber was left with 17 children in care. This is an immediate health, safety and personal rights risk to children in care. 8
