Based on interview and observation licensee did not comply with section cited above. On 4/16/26 LPA observed PS child on the toddler playground, witnesses confirm PS and toddler children are in the same space on special occasions and PS children play with the toddlers. Licensee confirmed that a child attends the toddler program daily per parent request and develpmental stage and preschool children are sent to the toddler room when they are exhibiting challenging behaviors.
1596.80 OPERATION WITHOUT A LICENSE No person, firm, partnership, association, or corporation shall operate, establish, conduct, or maintain a child care facility in this state without a current valid license, therefore, provided in this act. This poses an immediate health and safety risk to the children in care. 1 The facility must cease its operation of providing childcare services until the application process is complete and a license is granted. Based on the LPA observations and the conversation with the owners, the preponderance of evidence standard has been met therefore the above allegation is found to be SUBSTANTIATED. 8 HSC
