Based on observation, the licensee did not comply with the section cited above. LPA observed a trash receptacle in the playground area that did not have a lid that completely covered the top opening. The receptacle contained food waste storage with flies that was accessible to children and pests which poses a potential health, safety or personal rights risk to persons in care.
