Personal Rights
Based on statements disclosed during interviews with Director, S2 and S3 there were conflicting statements that C2 was being shadowed, another statement was that C2 did not need to be shadowed. Other statements were made that S2 was occupied changing a diaper while S3 was 8 with 2 other children. Both S2 and S3 observed when C2 had the arms around C1 on the table. There was no clear communication or special arrangements to prevent from C1 being injured. This poses an immediate risk to the health and safety of children in care.
