Based on observation, the licensee did not comply with the section cited above when LPAs observed 29 children in care (20 preschool and 9 school age). There were two fully qualified teachers and one aid supervising the children therefore they did not have enough qualified staff present which poses an immediate health, safety or personal rights risk to persons in care.
