Based on interviews the licensee did not comply with the section above by there being at least one day in which a staff member was left supervising 13 1 Director will send LPA a schedule of hours for staff showing proper ratios are being followed and LPA will return to ensure proper ratios are being followed. infants by themselves. Other interviews revealed that mornings can be a struggle for the facility with staff being out of ratio for anywhere from 5-10 minutes. This is considered an immediate health, safety, or personal rights risk to children in care.

(a)The licensee shall ensure that each child is accorded the following personal rights:(3)To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature... This requirement is not met as evidence by 1 Director will meet with each teacher in the infant and toddler room to review the training "OPS-300" guidance protection and respect for children" and have teachers sign. Based on interviews a staff member (S7) was determined to be rough with children, including putting them on their mat face first in a rough manner on more than one occasion, this caused a fat lip and blood on one child.
