101223(a)(2): The licensee shall ensure that each child is accorded with the following personal rights: 2) To be accorded safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. 1 Facility will submit a written plan to ensure the child’s need for help and assistance during potty is properly met. This requirement was not met as the facility staff was not aware a child was wearing pullup diaper on the day of the incident, as a result the child was left on a same pullup diaper throughout the day and it was soiled. This pose a potential health, safety, or personal rights risk to children in care. 8
