Upon arrival, LPA observed classroom #1 with one staff and 14 children. This is an immediate health and safety risk to children in care. 1 LPA observed a second staff come back into the room. Director acknowledged that the ratio is always 1:12. Director shall submit a staff schedule with enough staff to cover breaks and lunches. Director will train staff on maintaining ratio and submit a written memo signed by staff. Both documents are due by
