Based on LPA interviews, it was confirmed that a child's personal rights were violated. Interviews confirmed that staff grabbed a child by their clothing and yelled at the child causing the child to cry and scream. In addition other children were present and affected by the interaction. This poses an immediate health, safety, and personal rights risk to children in care.
