Based on observation the licensee did not comply with the section cited above which posed/poses a potential health and safety or personal rights risk to persons in care. Per observation the outdoor play yard needs more wood chips, the grass and trees needs to be trimmed, removal of cobwebs and broken toys and the entire yard needs a deep cleaning.
