1596.885(c): Conduct which is inimical to the health, morals, welfare, or safety of either an individual in or receiving services from the facility or the people of this state. This requirement was not met as evidence by: An informal conference will be scheduled at the Palmdale Regional Office to address the citations. During a complaint investigation, the Department discovered that Staff #1 had inappropriate contact with Staff #2. It was disclosed Staff #2 was sitting on the classroom floor, comforting an infant, when the inappropriate contact took place. The second incident of inappropriate contact also occurred during daycare hours. This poses an immediate health and safety risk to the children in care.
101212(a)(d): Each licensee …Upon the occurrence.a report shall be made to the Department by telephone or fax within the Department's next working day and during its normal business hours...a written report...shall be submitted to the Department within seven days... This requirement was not met as evidence by: 1 An informal conference will be scheduled at the Palmdale Regional Office to address the citations. Staff #2 reported the inappropriate contact of Staff #1 to facility director and the licensee. However, the director and licensee did not report the unusual incidents to the Department.
