Based on interviews and records reviewed, the licensee did not comply with the section cited above in that the personal rights of children in care were not accorded as Staff 2 (S2) was observed handling Child 1 (C1) and Child 2 (C2) in a rough manner which poses an immediate health, safety or personal rights risk to persons in care. 8 Director stated future staff will be trained on personal rights through the facility’s on-boarding process.
