Based on interviews the facility did not comply with the above regulation as a child was not changed out of wet cltohing which poses Health, Safety, or Personal Rights risk to persons in care

To be accorded dignity in his/her personal relationships with staff and other persons. This requirement was not met: as Staff has yelled at children 1 Director stated she will continue training with staff and dismiss any staff that conducts themselves in an inappropriate manner with children by yelling. Director gave LPA documentation of staff training when frustrated. This is an immediate risk to children. that was given on children personal rights. Deficiency cleared at time of inspection. LIC9224 was given to Director at time of inspection.

(a) The licensee shall ensure that each child is accorded the following personal rights: (3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature... This requirement was not met, evidenced by: 1 Director will conduct a training with staff on Children's Personal Rights. Director will submit proof of a training to LPA Tillery. On 12/21/22, LPA observed staff member #1 and #2, to have an inappropriate tone and form of communication with day care children. Staff interview also revealed that children sometimes respond to staff tone of voice in a sad or fearful manner. 8
