Staff will be in a area in the room that staff can visually observe all children. Trainning and counseling the chidren on facial covering and appropriate behavior habits. Based on LPA's interviews with a witness, staff member did not prevent nor observe C#4 from removing C#1 facially covering and kiss C#1 in the mouth. Which posses an potential Health and Safety or Personal Rights risk to children under care. 8
