(a) A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement is not met as evidence by: 1 Per Director Avila, the licensee will request a waiver modification for the commingling of children in care during the morning (6:30am-7:30am) for approval to CCLD Regional Office-Fresno by 02/04/2026. Based on interviews and records reviewed, the licensee did not comply with the section cited above. The facility is commingling school age and preschool children in the preschoo room during approximately 6:30am to 7:30am. This poses a potential health, safety, or personal rights risk to children in care.

Food Services. Between meals, snacks shall be available for all children unless the food a child may eat is limited by dietary restrictions prescribed by a physician. Each snack shall include at least one serving from each of two or more of the four major food groups. This regulation was not met by LPAs observance 1 Per licensee, a training will be provided to all staff regarding to nutrition meal. Licensee will submit a copy detail of the training agenda and sign in sheet to LPA by 10/21/2022. and interview with staff. Per staff, licensee is not providing snacks between meals as required. This is a potential personal righst, health and safety risk to children in care. 8

Personal Rights. To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; 1 Per licensee, a training will be provided to all staff regarding to children's personal rights. Licensee will submit a copy detail of the training agenda and sign in sheet to LPA by 10/21/2022. or withholding of shelter, clothing, medication or aids to physical functioning. Based upon LPAs observance of a crying child due to being singled out by not being able to purchase candy. This is a potential personal righst, health and safety risk to children in care.
