On 02/04/2026, C1 was observed to be unsupervised in the classroom while the staff and other children were in the play yard outside.

(a) The licensee shall ensure that each child is accorded the following personal rights: (3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning. Director terminated the Teacher on July 29, 2022. Based on Director and Staff interviews which corroborated the facility did not comply with the requirements of personal rights. This poses/posed a potential health, safety and/or personal rights risk to the children in care. 8
