101223(a) The licensee shall ensure that each child is accorded the following personal rights: (2) To be accorded safe, healthful and comfortable accommodations... 1 Facility Director will send LPA Pringle a statement written by each staff member working under the preschool license stating how they will continue to ensure that all childrens diapering/toileting needs are met at all times. Director will send all statements to LPA Pringle by POC date. This requirement was met as evidence by: based on interviews it was found that a previous child in care was sent home in soiled clothing along with other incident of chidren being sent home with soiled diapers. This poses a potential risk to the health and safety of children in care. 8

, based on the LPA's record review at 11:55 am, LPA confirmed that S1 was not associated to the Facility’s Guardian Roster. Karim stated that he will associate S1 using Guardian Portal. LPA verified Guardian and S1 was already associated to the facility as of 05/02/2025, at 12:50 pm.

, based on the LPA's observation, during this visit, at 9:59 am, LPA conducted a health and safety inspection with the Licensee Karim Ramzanali, on Room 4 preshcool bathroom, the 2 toilets appeared to be not being flushed, the water sitting in the toilet bowl appeared to still have urine in it. , based on the LPA's observation, during this visit, at 9:55 am, on Room 4, LPA observed S1 with 10 preschool children. LPA reviewed S1's record, and S1 only qualifies as a Teacher Aide. At 10: 01 am, S5 came in the room to supervise the children, however, S5 is also a Teacher Aide. At 12pm, S1 and S7 had to retrieve the documentation, outside of the facility records, and provided copies to LPA for review at 2 pm. This poses a potential risk to the health, safety or personal rights to children in care. 8 LPA provided a copy of Child Care Licensing Staff Qualifications and Capacity Regulations.

(a) In addition to Section 101216, the following shall apply: (b) Prior to employment, a teacher shall meet the requirements of (b)(1) or (b)(2) below: (1) A teacher shall have completed, with passing grades, at least six postsecondary semester or equivalent quarter units of the education requirement specified in (c)(1) below, or shall have obtained a Child Development Assistance Permit issued by the California Commission on Teacher Credentialing. 1 Owner will complete and sign a statement stating that identified person will not be allowed to supervise children. Facility will submit a break schedule for all staff showing that there is sufficient staff for ratio. Based upon interview and record review the facility was observed to have atleast 1 unqualified persons caring or supervising children which poses a potential health risks to children in care. 8
