Based on interviews, records obtained, and observations, evidence shows that children are left alone for an extended period of time as way of discipline in a room. It is also confirmed that staff pick children up by their clothing, grab their arms and pull them as a way of discipline. This poses a potential health, safety and/or personal rights risk to the children in care. 8 Licensee agrees to obtain personal rights training from an outside agency for all staff.
