Staff present were not aware of the number of children in care. One caregiver stated they believed there were around 45 children present, another caregiver stated they believed there were 39 present. None of the staff attempted to count the children to verify the count. CCR requested all children be grouped in one area to verify the number of children present. 49 children were counted.

During the inspection, children were observed rough playing, one child was observed punching another child in the private area, another child was observed holding a child against the wall and holding their hand around the child's neck. The child was in against the wall for approximately 20-30 seconds before a caregiver came to intervene. Children were also observed running back and forth between two rooms, sitting and climbing on furniture, with little to no intervention from the caregivers present.
During the inspection, there were several times were one or two caregivers were observed to be supervising 40-49 children, exceeding the ratio for children 6-13yrs of 1 caregiver to 26 children and max group ratio of 2 caregivers to 35 children.
During the inspection, caregivers were observed walking out of the classroom multiple times leaving children unsupervised. At one point of the inspection, there were no caregivers in either room. One caregiver was observed to stand in a doorway to observe two groups.
The caregivers were not aware of the ages of children present. One caregiver stated they do not go by ages but by grade level and that the children should be between 5-11 or 12yrs old. A second caregiver stated they did not know because they were a substitute. There was only information available for the children from one school. According to the caregiver in charge, the driver had the other rosters for a pick-up run.
A caregiver was not aware of the number of children in their care. The caregiver stated there were 18 children in the group including a small group who went to the restroom. A total of 21 children were observed including 10 children who were escorted to the restroom. The caregiver was asked to count again to verify the number of children in their care. The caregiver then counted and stated there were 10 children in their care and remainder went to the restroom giving the group a total of 18. The caregiver was informed they were still incorrect and that there were 11 children in their care, in addition to the group who went to the restroom. The caregiver was informed that there was a total of 21 children in the group.
The caregiver was not aware of the number of children in their care. They ststed there were 16 children present. The group was counted by Child Care Regulation (CCR) multiple times and 21 children were observed to be present.
During the course of the investigation, information obtained indicated that caregivers at the operation use a disciplinary practice in which all children are required to sit down, place their heads down, and have the classroom lights turned off when one child is misbehaving.
Based on the information obtained during the investigation, there is sufficient information to support two caregivers inappropriately grabbed a child having a tantrum by the wrist and shoulders in an attempt to restrain them.
