(a) The licensee shall provide care and supervision as necessary to meet the children's needs. No child(ren) shall be left without the supervision of a teacher at any time, except as specified in Sections 101216.2(e)(1) and 101230(c)(1). Supervision shall include visual observation. This requirement was not met as evidenced 1 Per Director, immediately (3/25/22) had a staff meeting regarding supervision and Sign In and out protocols, and required staff to keep QR code, for Parents to sign children out, on staff's person at all times. Per Director, emailed parents new Sign In and Sign Out procedures. by: S2 did not verify if C1’s authorized representative was there to pick up C1. Staff #2 (S2) did not C1 walked out of the facility, alone, and was unsupervised for approx. 10 minutes until C1 reached C1’s home. This poses an immediate health safety, and personal rights risk to the children in care. Immediate Civil Penalty was assessed. 8
