Based on interviews, observations, and review of records, the Department determined that the facility is providing care and supervision to preschool age children without a child care license. This poses an immediate risk to the health and safety of children in care. 8 A Notice of Violation of Law was provided to Biyun and informed her that continued operation without a license could result in civil penalties.
