Who qualifies and how to apply

Head Start is free for families at or below the federal poverty line, families that get or qualify for TANF, SSI or SNAP, children experiencing homelessness and children in foster care; programs can also take some families with higher incomes. Check your family’s eligibility, then call the program for a site near you. Early Head Start serves pregnant women and children under 3; Head Start Preschool serves children 3 to 5.

How do I apply for Head Start in California?

Call the program’s phone number listed for the site nearest you, or apply with the program online. Many programs take applications year-round; every program keeps a waiting list and decide who gets a place using their own selection criteria.

Who qualifies for Head Start in California?

Families at or below the federal poverty line ($33,000 a year for a family of 4 in 2026), families that get or qualify for TANF, SSI or SNAP, children experiencing homelessness and children in foster care. Programs can also take some families up to 130% of the poverty line. See the eligibility check in our Head Start guide.

Are Head Start centers in California inspected?

Licensed centers are, like any daycare, and their records are linked here. All Head Start sites are also monitored by the federal Office of Head Start.
